To Kwa Peng is a fishing village located in the northeast of Sai Kung, but it has gradually become deserted because all the villagers have moved out. Since To Kwa Peng lies in the inner bay of southern Ko Tong Hau, the inner bay forms a natural barrier to block wind and waves, so it is a very suitable place for mangrove growth.
